Second-year running back Karlos Williams of the Buffalo Bills has been suspended for the first four games of the regular season for violating the NFL's substance abuse policy. The league informed the team Friday that Williams will be eligible to return to the Bills active roster on Oct. 3, the day after the Bills play at New England.
